Strict Liability

"Strict Liability" is a legal doctrine that is older than Common Law. You'll notice, of course, that it is never mentioned with regards to the actions of Governments.

In a case closer to home, someone is being charged with murder after running through a checkpoint and fleeing. One of the troopers following him died in a single vehicle accident. The perpetrator fled to avoid being charged with driving with a revoked license.
