Especially creepy, coming from Pence. No, the officer's oath to the Constitution comes before the duty to chain of command.

"Next is orientation to authority. Nothing I have to explain to those of you sitting before me today. Follow the chain of command without exception. Submit yourselves, as the saying goes, to the authorities that have been placed above you. Trust your superiors, trust your orders, and you’ll serve and lead well."

Officer's oath:
“I, ___, do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; that I take this obligation freely, without any mental reservation or purpose of evasion; and that I will well and faithfully discharge the duties of the office on which I am about to enter. So help me God.”

Contrast the difference in the oath for enlisted members:
"I, ___, do solemnly swear (or affirm) that I will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; and that I will obey the orders of the President of the United States and the orders of the officers appointed over me, according to regulations and the Uniform Code of Military Justice. So help me God."
