It's actually leadership by committee, which is, sadly, part of human nature. Also, not much concern is given to the less powerful, who are first to go in the woodchipper when things go bad. Change is hard, and things get broken. Ought to try to be careful about that, and there isn't much sign of that in Trump's actions, or the the expressed thoughts of his supporters.
