Interesting stuff about the difference between How People Think Stuff Should Work, and How It Actually Works.

Many folks are surprised to find out that Public, Legally Enforced Standards for Construction and Fire Protection are owned by Standards Developing Organizations, and not by the Public.  

Those organizations are generally pretty efficient and timely in their work, especially in comparison to government entities like OSHA and the EPA.  But their work is not free (generally supported by subscriptions to professionals in related fields) and is not owned by the public, which is nonetheless often constrained by those rules.

Just like with other IP and copyright issues, change is inevitable, but it's a little hard to see which way it will eventually work out.
